The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors.
UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations. This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities.
Under the supervision of the Operations Manager, the Administration and Finance Specialist will provide dedicated administrative and financial support to UNICEF’s Ebola response in Bunia. The incumbent will contribute to the efficient management of financial and administrative processes required to sustain emergency operations, ensuring timely service delivery, compliance with UNICEF rules and procedures, including Simplified Emergency Procedures during corporate activation periods, and effective support to field implementation during the assignment period.
**Minimum requirements:**
- - Education: An advanced university degree in finance, accounting, business administration, management, or another relevant field is required.
- - Work Experience: A minimum of five years of progressively responsible professional experience in administration, finance, accounting, office management, or operations support is required, including experience with financial oversight, compliance, and operational coordination.
- - Skills: Microsoft Office, Excel, ERP, SAP, IPSAS, IFRS. Advanced knowledge of Microsoft Office, particularly Excel, is required.
- - Language Requirements: Fluency in French is required.
**Desirables:**
- - Language: Knowledge of another official UN language (English, Arabic, Chinese, Russian or Spanish) or a local language.
- - Emergency operations, time-sensitive operations, UNICEF financial procedures, GSSC finance, DRC.
- - Demonstrated experience in emergency settings, humanitarian response, or outbreak response is highly desirable.
- - Experience supporting management decision-making through financial analysis, risk identification, process improvement, or cross-functional operational coordination is strongly desirable.
- - Experience with ERP systems, preferably SAP financial modules, and other web-based management systems is considered an asset.
- - Knowledge of IPSAS and/or IFRS is considered an asset.
- - Previous experience supporting emergency operations in complex duty stations, including financial oversight, administrative coordination, and internal control application under time-sensitive conditions, is considered an asset.
- - Experience working with GSSC-related finance processes or UNICEF financial procedures is considered an asset.
- - Experience gained in a humanitarian, emergency, or public-health-emergency setting.
- - Experience supporting an active outbreak or emergency response (e.g., Ebola, cholera, measles, mpox, displacement, or a declared L2/L3 emergency), preferably in the Democratic Republic of the Congo or comparable fragile, conflict-affected, and resource-constrained environments.
- - Experience working with and/or through counterparts (Government and decentralized authorities, UN agencies, cluster, and coordination mechanisms, implementing partners) to deliver measurable results in insecure or hard-to-reach areas.
