Job Description

Organizational Context The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, with 191-member National Red Cross and Red Crescent Societies. IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The Ebola outbreak, declared mid‑May 2026, is caused by the Bundibugyo strain, with hundreds of suspected cases and hundreds of deaths reported across Ituri, South Kivu and North Kivu provinces. It began with clusters of unexplained deaths in early May and is spreading in a context of weak health systems, population movement, insecurity, and community mistrust, which together increase the risk of sustained transmission and cross‑border spread to neighbouring countries such as Uganda and South Sudan. The absence of an approved vaccine or specific treatment for this strain makes the outbreak particularly complex and heightens the urgency of rapid containment.

The IFRC is scaling up a national society‑led response centred on community engagement, surveillance, and infection control, supported by an emergency appeal. Red Cross volunteers are mobilized in affected areas to conduct door‑to‑door awareness, counter misinformation, encourage early care‑seeking, and support safe and dignified burials, key to breaking transmission. At the same time, the IFRC is coordinating closely with governments and partners, strengthening cross border preparedness, mobilising resources and surge capacity, and supporting logistics, infection prevention control, and community-based surveillance to contain the outbreak and reduce regional spread.

Job Purpose

The Supply Chain Coordinator is responsible for the coordination and management of the country/multi-country or regional level supply chain operations in cooperation with National Societies (NS) and or Regional GHS&SCM unit in-line with IFRC Supply chain management strategy. The coordinator will ensure the efficient and effective delivery of goods, services and equipment, to optimise service quality and ensure best value for money (VfM) and to meet the needs of the Federation and partners.

The aim of working with the NS is to build the skills and capacity of the NS to enable them to manage country level supply chain as set target with RC/RC need. The coordinator is also responsible for the direct management of IFRC supply chain programs and carries accountability for country, multi-country or regional level IFRC fixed supply chain assets.

Job Duties and Responsibilities

Develop Supply Chain Strategy

  • Lead the development of a supply chain strategy for the operation to ensure efficient delivery of goods and services ensuring best value for money and compliance with IFRC standards and procedures. This strategy will cover structure, organization, resources, capabilities, procedures, communication, information management, HR profiles, and budgeting, all in alignment with program needs and support services.

Coordinate and Manage Supply Chain Operations

  • Oversee the requisitioning, receiving, storing, and issuing of goods in line with IFRC standards and procedures, in coordination with NS supply chain colleagues.
  • Supervise procurement processes.
  • Provide oversight for operational sourcing systems, including operational procurement, in close cooperation with the Head of Regional GHS&SCM unit and/or Operation manager.

Liaise with Stakeholders

  • Collaborate with international, governmental, and non-governmental organizations on supply chain matters and ensure coordination where appropriate.

Build Relationships with Host National Societies (HNS)

  • Foster relationships with HNS supply chain colleagues to share knowledge and develop capabilities, with the goal of transferring supply chain responsibilities from IFRC to HNS.

Provide Technical Advice and Training

  • Offer technical support, training, and advice to IFRC personnel and NSs, ensuring adherence to best practices, regulations, legislation, and IFRC procedures.

Coordinate with Humanitarian/Government Agencies

  • Lead supply chain coordination efforts with other humanitarian and government agencies to ensure quality service delivery that meets partner needs, avoids duplication, and focuses on assisting affected communities.

Manage Logistics Assets

  • Oversee the effective management and maintenance of IFRC supply chain assets, ensuring compliance with country regulations, IFRC practices, and other relevant requirements.

Reporting

  • Prepare monthly reports detailing operational specifics and distribute them to the Regional and/or Global GHS&SCM unit.
  • Provide accurate, timely narrative and financial reports for the Federation and donors.

Team Management

  • Manage Staff and Resources: Oversee direct reports and resources (financial, equipment, etc.), ensuring high performance, compliance, and quality service.
  • Team Leadership: Lead, direct, and motivate the Supply Chain Team to align with organizational priorities and objectives. Ensure the team is properly resourced with competent personnel who are well-recruited, trained, and managed.
  • Organizational Structure and Support: Ensure the team has an appropriate structure and provide support on financial matters. Engage in succession planning to match skills and experience to position requirements.

Education

  • Professional qualification in logistics or equivalent experience. - Required
  • A university degree in relevant area. - Required
  • Introduction to Cash Transfer Programming. - Preferred
  • IMPACT, ERU Training or equivalent experience. - Preferred

Experience

  • Min. 7 years of professional experience of a wide variety of logistics roles and activities, including procurement, contracting, transport management, warehouse management, stock control, distribution and convoying, workshop management and customs clearance. - Required
  • Min. 3-5 years of experience of working for a humanitarian aid organisation in a developing country. - Required
  • At least 3 years of experience in providing logistics services and supply chain management in emergencies. - Preferred
  • Experience of supporting a Cash Transfer Programme. - Preferred
  • Experience of field coordination and liaison with NGO, government, and other agencies. - Required
  • Experience of managing a multinational team (including expats and local staff). - Required
  • Experience of planning and managing budgets. - Required
  • Experience of writing narrative and financial reports. - Required
  • Red Cross/Red Crescent knowledge and experience. - Preferred
