Under the supervision of the TEC BTO and in collaboration with Programme, RAM, Supply Chain, Finance and Area Office teams, the consultant will perform the following duties:

Responsibilities

  • I. CBT Reconciliation in SCOPE
    • 1. Conduct a full inventory of all open CBT distribution cycles, categorizing status, data completeness, and required inputs.
    • 2. Identify missing, inconsistent, or incomplete datasets needed to close cycles; coordinate with Programme to obtain validated data.
    • 3. Clean, transform, and validate datasets following CO standard reconciliation logic.
    • 4. Develop a CBT Reconciliation Dashboard (Power BI/Tableau) presenting:
      • - Open cycles
      • - Status and blockers
      • - Beneficiary transfer Status
      • - Reconciliation completeness by cycle
    • 5. Build a routine operational dashboard enabling monthly reconciliation monitoring.
    • 6. Document reconciliation methodology and train Programme teams in its use.
  • II. In-Kind Reconciliation Support in SCOPE
    • 1. Review the HQ developed IK reconciliation dashboard and identify gaps relative to DRC CO operational needs.
    • 2. Adapt and localize IK dashboards to include:
      • - Commodity accounting information
      • - Dispatch vs distribution variances
      • - Missing data, losses, and anomaly detection
      • - Ensure dashboards meet both CO managerial reporting needs and IK operational requirements.
    • 3. Strengthen routine IK reconciliation processes through data pipelines and automated reporting.
  • III. Duplication Monitoring & DAC Support
    • 1. Develop an Operational Duplication Dashboard showing, at any time:
      • - Volume of duplicates
      • - Historical vs new duplicates
      • - Severity/typology
      • - Resolution trends
    • 2. Create a dashboard for the Deduplication & Adjudication Committee (DAC) showing:
      • - Workload
      • - Aging
      • - Resolution rate
      • - Quality indicators
    • 3. Coordinate with Registration and SCOPE/IDM teams to ensure dashboards reflect real time dataflows.
    • 4. Document business rules and contribute to CO efforts to reduce introduction of new duplicates.
  • IV. Payment Instrument Tracking (PIT) Tool Enhancement
    • 1. Analyse the existing PIT tool, identify sources of inaccurate payment instrument status data, and correct reporting logic.
    • 2. Work with the relevant HQ team to ensure PIT dashboard with accurate reporting on:
      • - Cards issued vs distributed
      • - Failed/returned/expired instruments
      • - Items requiring field follow up
    • 3. Deliver clear technical documentation and a handover package for PIT maintenance.

  • 5. Capacity Strengthening Outputs
    • - Training for Programme/TEC/DAC teams
    • - Handover pack for dashboards, queries, and data models to the National Data Analyst (To be recruited)
