Health and Nutrition Project Officer

About the Role:

Save the Children is implementing an integrated health, nutrition, WASH/IPC, protection, and RCCE program funded by the U.S. Department of State (US DOS) called “Kinga Maisha” in response to the Ebola epidemic in the Ituri province. The Health and Nutrition Project Officer will be responsible for implementing and supervising health and nutrition activities in supported health structures in the supported health zones. They will ensure that infection prevention and control measures are integrated and implemented in supported health structures according to Save the Children’s strategic plan and the Ministry of Health’s guidelines, monitor the quality of care, medication consumption, and treatment protocols.

During major humanitarian emergencies, the role holder may be asked to work outside their usual role profile and may therefore be required to change their working hours.

Principal Accountabilities:

The Health and Nutrition Project Officer will be responsible for ensuring that all preventive, promotional, and curative health and nutrition activities are implemented according to the detailed implementation plan of the project at the health facility level. This will include:

• Ensuring that the triage circuit in supported structures complies with infection prevention and control measures
• Ensuring that universal standard precautions, including other specific Ebola measures, are respected at all times in all supported health facilities
• Ensuring that all providers in supported structures manage waste correctly, including segregation and availability of collection tools
• Ensuring that pharmaceutical, medical, and PCI products are used effectively and that consumption data and orders are generated correctly
• Ensuring that health education messages are regularly disseminated in supported health facilities
• Providing on-the-job supervision and training to all health facility staff in the PCI and waste management domains
• Coordinating with the BCZ supervisor and other partners in identifying training needs for health workers and developing training plans for nurses and community health workers
• Ensuring that the referral system is known and understood by all providers in supported structures
• Ensuring that all providers in supported structures respect PCI standards at all times
• Collaborating with community health workers to establish community surveillance systems for case and death notifications
• Ensuring that awareness materials are available, displayed in agreed specific locations, and used by health promoters
• Participating in the communication committee to strengthen community engagement and follow-up
• Providing technical support to health promoters if necessary
• Reminding health care providers of the child protection policy and assessing child protection risks in health facilities
• Ensuring correct archiving of all documents produced in the context of the project(s) and ensuring that the verification sources mentioned in the project proposals are available
• Collecting, validating, and analyzing health facility data and sharing it with MEAL

Safeguarding Roles & Responsibilities:

• Report all safeguarding allegations according to local procedures
• Alert any safeguarding suspicions according to local reporting procedures
• Participate in investigations of reported safeguarding allegations and cases, if instructed by the Country Director
• Report partner and other implementing program stakeholders’ cases to the safeguarding focal points of SCI – DRC, including temporary workers and volunteers who may not have been trained on safeguarding and contribute to training – induction and refresh
• Contribute to the identification and analysis of emerging safeguarding risks within your sectors (Education, Protection, Health, Nutrition, WASH) and domains (Control, Finance, Logistics, Security, etc.) of work

Qualifications:

• University degree (minimum Bachelor’s degree/Licence) in nursing or public health
• Minimum two years of professional experience in health and nutrition program implementation, ideally including experience in a humanitarian or emergency context
• Ability to work in a health emergency context (Ebola), including strict adherence to infection prevention and control (IPC) measures
• Excellent written and spoken French
• Availability for frequent travel to and residence in intervention zones
• Knowledge of the Ituri province context and local community dynamics
• Knowledge of Swahili or other relevant local languages

Experience and Skills:

• At least three years of professional experience in the health and nutrition domain, with at least two years of proven experience in humanitarian project management
• Proficiency in French and good knowledge of English
• Proficiency in computer tools: Word/Excel/Power Point, etc.

Desirable:

• Proven experience in developing field reports
• Data analysis
