CHILD SAFEGUARDING :

Level 3: Individuals in this position will work with children or youth on a frequent basis (e.g., once or several times a week) or on an intensive basis (e.g., four or more days a month, or at night), as they will be involved in national programs, visit national programs, or be responsible for conducting police background checks on the relevant staff.

• Ensure that partners (children, youth, decision-makers, and others) fully understand the provisions of the Child Protection Policy, the Code of Conduct, and the
• Local/Country Procedures.
• Behave and act in accordance with the rules of the Child Protection Policy in both personal and professional life; this may include reporting suspected cases of child abuse.
• Ensure that the way they work with and interact with children does not put them at risk; that is, continuously and carefully review their work using Child Protection reference tools to identify any "flaws or shortcomings" in design or implementation.
• Promote child protection messages to colleagues in other organizations and government ministries, to children themselves, to beneficiary families, and to the community at large.
• Be vigilant in observing possible cases of child abuse or maltreatment in both personal and professional settings.

ROLE PURPOSE :

The Senior Project Manager (SPM) provides overall leadership and management of the RELANCE project, a multi-country and multi-sectoral initiative implemented across Mali, Niger and Burkina Faso through a consortium led by Save the Children and national partners.

He ensures strategic direction, quality implementation, effective consortium coordination, timely delivery of results, donor compliance, risk management, and accountability to affected populations. The position is responsible for fostering strong collaboration among consortium members and ensuring that interventions contribute to both humanitarian response and long-term resilience in line with the Humanitarian-Development-Peace Nexus approach.

ANNUAL GROSS SALARY :

KEY AREAS OF ACCOUNTABILITY

1. Strategic Leadership and Project Management

• Provide overall leadership and strategic oversight of the RELANCE project across the three countries.
• Maintain a good working relationship with all stakeholders including but not limited to the Member and the donor representatives.
• Ensure timely and quality implementation in accordance with approved proposals, budgets and donor requirements.
• Lead annual, quarterly and monthly planning processes.
• Ensure adaptive management and timely adjustment to evolving operational and security contexts.
• Promote integrated programming across Health, Nutrition, Child Protection, Food Security, Cash and Livelihoods.
• Ensure alignment with humanitarian principles, conflict sensitivity, peace responsiveness and Do No Harm approaches.

2. Consortium Coordination and Governance

• Lead the day-to-day functioning of the Consortium Management Unit (CMU).
• Coordinate implementation among Save the Children and national NGO partners.
• Facilitate monthly consortium meetings and quarterly Steering Committee meetings.
• Promote collaborative decision-making and equitable partnerships.
• Ensure effective communication and information sharing among consortium members.
• Support implementation of localization commitments and partner capacity-strengthening plans.
• As required, prepare and present project progress reports, including updates on outputs and impact indicators, analysis of budget variances, and performance across other key accountability areas

3. Programme Quality and Technical Integration

• In collaboration with the project managers, ensure interventions meet international standards and sectoral guidelines.
• In collaboration with the project managers, promote integrated and cross-sector programming.
• Coordinate with Technical Advisors to ensure quality assurance and continuous improvement.
• In collaboration with the project managers, ensure protection mainstreaming, gender equality, conflict sensitivity and Peace Responsiveness, inclusion and safeguarding are embedded throughout implementation.
• Promote learning and evidence-based programming.

4. Budget and Financial Management

• Initiate and lead the implementation planning and budget forecasting and review as needed
• Oversee overall budget performance and ensure efficient use of resources.
• Monitor spending rates and forecast accuracy.
• Lead monthly BvA reviews and corrective actions.
• Ensure Value for Money principles are applied.
• Work closely with Finance teams to ensure donor compliance and financial accountability.
• Approve workplans and expenditure plans within delegated authority.

5. Partnership Management and Localization

• Maintain strong relationships with consortium partners.
• Support partner capacity strengthening and performance monitoring.
• Ensure partnership agreements and action plans are implemented.
• Promote partner visibility and leadership.
• Facilitate joint reviews, peer learning and cross-border collaboration.

6. MEAL, Accountability and Learning

• Ensure implementation of the regional MEAL framework.
• Monitor progress against targets and indicators.
• Ensure quality reporting and evidence generation.
• Promote accountability to affected populations and effective feedback mechanisms.
• Lead learning reviews, after-action reviews and capitalization initiatives.
• Ensure corrective actions are implemented based on findings and recommendations.

7. Risk Management, Security and Compliance

• Maintain oversight of operational, financial, safeguarding and security risks.
• Ensure mitigation measures are implemented and updated regularly.
• Support humanitarian access strategies and business continuity measures.
• Ensure compliance with Save the Children policies and donor requirements.
• Promote fraud prevention and safeguarding standards throughout the consortium.

8. Representation and External Engagement

• Represent the consortium in engagement with SRF, donors, clusters, government authorities and coordination platforms.
• Develop and maintain strategic relationships with key stakeholders.
• Participate in national and regional coordination mechanisms and forums.
• Promote visibility and learning from the project.
• Support resource mobilization and positioning opportunities.

9. Reporting and Award Management

• Ensure timely submission of high-quality narrative reports and inputs for financial reports.
• Monitor milestones, deliverables and donor commitments.
• Work closely with Awards, Finance and Technical teams to ensure compliance.
• Ensure documentation and audit readiness.

10. Staff Management

The Senior Project Manager will provide leadership and matrix supervision to:

• Regional MEAL Manager
• Partnership Coordinator
• Finance Manager
• Security & Access Focal Point
• Technical Advisors (Health/Nutrition, Child Protection, FSL/CVA)
• Country focal points
• Relevant support staff

EXPERIENCE AND SKILLS

Education

• Master's degree in international development, Humanitarian Affairs, Public Health, Social Sciences, Project Management or related field.

Experience

• Minimum 7 years of progressively responsible experience managing complex humanitarian and resilience programmes.
• At least 5 years managing multi-country and multi-sector programmes.
• Proven experience managing consortium projects and partnerships with national NGOs.
• Experience in managing funds with institutional donors such as SRF, ECHO, FCDO, EU, BHA, SIDA, UNICEF or similar.
• Strong experience in budget management and donor compliance.
• Experience working in fragile and insecure environments.
