Medical Officer

Job Description

Within the terms of the organization’s delegated authority, and under the direct supervision of the Chief Medical Officer (CMO), the UN Volunteer will undertake the following tasks:

Clinical Duties

• Undertake day-to-day clinical duties, e.g. walk-in clinic, emergencies, pre-placement and periodic medical examinations, travel immunizations, malaria prophylaxis, etc.; participate in addressing work environment and occupational health issues and devise mitigation measures for possible workplace hazards identified
• Handle medico-surgical emergencies and organize for mass casualty incident response
• Organize and deliver Cardio Pulmonary Resuscitation (CPR) and First Aid training to United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) staff/personnel
• Manage office and supervise the Level 1 facility (2 in-patient beds including 2 emergency room beds)
• Be on call for emergencies when and as required, including out-of-hours emergencies
• Perform shift work as required by the Chief Medical Officer (CMO)

Medico Administrative Duties

• Liaise with UN-Military Medical Units in the mission and host-nation medical facilities for medical/clinical care of staff/personnel
• Follow the United Nations established policies and procedures regarding medical clearances, sick leave, specialist consultations, and medical evacuations
• Deputize for a more senior Medical Officer during his/her absence

Supervision of the Administrative Requirements

• Manage day-to-day mission medical support operations by ensuring availability of supplies and proper functioning of medical equipment
• Ensure that appropriate training programs are implemented in order to maintain and develop the medical capabilities, including contingent training capsule induction for uniformed personnel (e.g., health education, HIV/AIDS prevention, first aid, and Cardio Pulmonary Resuscitation)

General

• Work implies frequent interaction with staff at large; staff within the work unit; Staff Counsellors; Senior Management throughout the organization; and Military Physicians/Medics
• When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring, and formal and on-the-job training
• Perform other related duties as may be required.

Additional Responsibilities

Furthermore, UN Volunteers are encouraged to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day (IVD));
• Be cognizant of the United Nations as an organization and be familiar with the concept and workings of peacekeeping/peacebuilding;
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; network and build relationships with local organizations, groups or individuals, and support and/or participate in local volunteering initiatives; reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; initiate and/or participate in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site;
• Promote or advise local groups on the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible;
• Encourage, mobilize, and support co-workers, fellow UN Volunteers, and members of the local community to play an active part in peace and development activities on a voluntary basis;
• Discuss with supervisors how volunteerism for peace and development can be mainstreamed in the assignment and integrate activities promoting volunteerism for peace and development into work plans;
• Assist with the UNV “buddy programme” for newly arriving UN Volunteers.
