Réseau d’Actions pour le Développement et Progrès Intégrés is a Congolese national organisation that has worked for years at the heart of one of the world's most complex humanitarian crises. In Ituri, North and South Kivu, our teams work on community resilience, health, nutrition, protection and peacebuilding in areas where access remains difficult and needs are immense.

Purpose of the Position

The purpose of this position is to drive the growth and diversification of RADPI’s financial portfolio by mobilising resources from multilateral, bilateral and private donors active in the DRC, while ensuring programmatic quality, grant compliance and the strengthening of the organisation’s institutional capacities.

Key Responsibilities

• I. Resource mobilisation
• Continuously map funding opportunities available in the DRC from donors still active: EU and ECHO, UK FCDO, Canadian GAC, AFD, United Nations agencies (UNICEF, WFP, UNHCR, UNFPA, WHO), OCHA mechanisms (CERF and ERF) and private foundations.
• Produce concept notes and full proposals that reflect the genuine strength of RADPI’s programmes and respond precisely to each donor’s priorities.
• Identify and develop consortium opportunities with international NGOs to position RADPI for competitive funding at greater scale.
• Manage donor relationships over time, from initial contact through to final reports, building a reputation as a reliable and rigorous partner.
• II. Managing the grants portfolio with rigour
• Ensure the programmatic, financial and administrative compliance of all active grants, in close coordination with the Finance and Programmes teams.
• Draft and oversee interim and final narrative reports that document results honestly and accurately, and that encourage donors to continue investing in RADPI.
• Master and enforce donor-specific procedures: EU PRAG, FCDO Smart Rules, GAC conditions, OCHA guidelines and UN agency procedures.
• Monitor project budgets, anticipate variances and prepare teams for external audits.
• III. Programmatic quality
• Develop and harmonise RADPI’s programmatic tools: logical frameworks, theories of change, MEAL plans, SMART indicators and standard operating procedures.
• Embed humanitarian standards in teams’ daily practice: SPHERE, INEE, humanitarian/development/peace nexus principles and accountability to affected populations.
• Support field teams in documenting results and capturing lessons learned.
• Ensure the effective mainstreaming of gender and protection across all programmes.
• IV. Strengthening RADPI’s positioning and capacities
• Represent RADPI with authority in humanitarian coordination spaces: clusters, OCHA meetings, NGO forums and HCT.
• Build RADPI’s institutional profile with donors and partners: capacity statement, presentation materials and presence in partner databases.
• Train and support RADPI’s programme and finance staff in proposal writing, grant management, reporting and MEAL, with the aim of building lasting internal expertise.
• Support senior management in structuring a resource mobilisation policy that serves RADPI over the long term.

Required Profile

Experience and Education

• A Master’s degree in international relations, international development, humanitarian management, political science or a related field is required.
• A minimum of 5 to 7 years of professional experience is required, including at least 3 years in a dedicated business development, grants management or programmatic quality role within an international NGO or a high-capacity organisation. A demonstrable track record is expected, including at least three funded proposals of over one million USD in the past five years.

Technical Skills

• Competitive proposal writing and full grant cycle management.
• Budgeting and cost analysis for humanitarian and development projects.
• MEAL systems, theories of change and results frameworks.
• Integration of gender, protection and accountability to affected populations.
• Full professional proficiency in written and spoken French and English. Both are essential.
• Swahili or Lingala is an additional asset.

Personal Skills and Qualities

• The position requires a strong strategic mindset, excellent writing skills in French and English, and a proven ability to build solid professional relationships in multicultural and high-pressure environments.
• A genuine commitment to strengthening national organisations and adherence to humanitarian principles are expected.
• Applications from women are strongly encouraged.
• Prior experience in the DRC or the Great Lakes region will be particularly valued.
• An established network with donors active in Kinshasa (EU, ECHO, FCDO, GAC, OCHA) is a concrete and immediate advantage.
