About NRC

NRC is an international non-governmental organisation from Norway, present in more than 25 countries worldwide. It has been operating in the Democratic Republic of Congo since 2001. Its programmes focus on sectors such as Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter/WASH, Food Security and Livelihoods (LFS), and Information, Counseling and Legal Assistance (ICLA) for displaced populations.

NRC is present in the Democratic Republic of Congo (DRC) since 2001 and is active in North Kivu, South Kivu, and Ituri.

About Ituri

Ituri is a province located in the east of the Democratic Republic of Congo. It is situated further north and shares borders with Uganda and South Sudan. The security situation in the province is one of the most critical in the country, with around 15 armed actors still active, including local armed groups (Codeco, Zaïre, FPIC, FRPI, Mai-Mai, etc.) and an international actor, the ADF, known for being originally from Uganda.

Competences

  • General Professional Competences
  • University degree (5 years of university studies) in accounting, business administration, management, economics, and/or similar fields.
  • Experience as a Financial Coordinator in a humanitarian context.
  • Previous experience in complex and unstable contexts.
  • Proven results in the responsibilities of the position.
  • Knowledge of one's leadership style/profile.
  • Good knowledge of English is an asset.
  • Good knowledge of computer tools (Excel/Word) Internet and other software.
  • At least 3 years of experience in a similar position (candidates with a lower degree but at least 6 years of professional experience in similar positions may be considered).
  • Knowledge of local languages is an asset.
  • Experience as a trainer.
  • Good knowledge of fiscal and financial regulations applicable in DRC.

Aptitudes, connaissances et expériences spécifiques au contexte

  • Be a Congolese national.
  • Knowledge of the Congolese financial system.
  • Good knowledge of the humanitarian and operational context in eastern DRC, particularly in Ituri.
  • Personality demonstrating: professionalism, rigor, efficiency, determination, attention to detail, willingness to progress, listening skills, ability to advise, influence and convince, coach, good stress management and workload management, open-mindedness, networking, sociability.

Responsabilités Générales

  • Implement NRC systems and procedures in the area of intervention.
  • Ensure compliance with NRC policies, manuals, directives, and donor requirements.
  • Prepare and submit reports and analyses.
  • Ensure the correct archiving of all support documents.
  • Provide technical support to managers and ensure that the finance team is trained.
  • Manage and supervise the finance team.
  • Regularly produce financial project reports (monthly and/or quarterly).
  • Manage the classification and recording system and ensure coherent electronic archiving of all project reports and information (Filing tree, Office 365).

Responsabilités Spécifiques

  • Ensure the quality of the work of colleagues in the finance department with guidance and supervision if necessary.
  • Prepare the BRS at the Area level and provide advice and feedback to sub-offices.
  • Monthly analysis of Area BVA and recommendations to Budget Holders for financial project follow-up.
  • Work with managers on the development of budget proposals.
  • Support and advise programs on financial and budget management.
  • Allocate common area costs and support program budget holders for cost allocation.
  • Manage NRC Ituri bank accounts, track and reconcile BRS accounts.
  • Work with managers on the development of budget proposals.
  • Verify the status of salaries in the area and ensure that payment is made within the employer's specified deadlines.
  • Ensure that all statutory taxes are paid in full and on time according to Congolese law.
  • Prepare documents and participate in audit facilitation if necessary.
  • Participate in purchasing committees.
  • Provide finance support and training in the area and sub-offices.
  • Contribute to the physical inventory of NRC assets.
  • Ensure the archiving of service support documents.
